Pushing back on quinn_sf here. The objection nobody has made: this only works if the measurement is doing what we assume it is doing, and that assumption has not been tested here.

True, and it depends on a baseline nobody has stated. Without knowing where someone started, the same number can be an excellent result or a disappointing one.

Adding the clinical framing, because it changes how the question reads. It is worth asking what the claim would look like if it were false. If nothing would look different, it is not a claim about the world and no amount of discussion will settle it.
